For entrepreneurs, micro small and medium-sized enterprises (MSMEs), and registered agricultural holdings that have been operating less than 36 months, or 48 if at least 51% of the company is owned by women

Business loans for start ups

Start up loans, with a grant of up to 20% of the investment, are approved to those just starting out, in collaboration with the  Serbian Entrepreneurship Foundation (SEF), founded by the German Development Bank (KfW) and the Serbian Chamber of Commerce. The objective of this programme is to promote entrepreneurship and self-employment.  

 

Who are the intended recipients of Start up loans?

These loans are earmarked for the following:

  • Entrepreneurs and legal entities – registered with the Serbian Business Registers Agency (APR) and those that have been operating for a minimum of 12 and and a maximum of 36 months, or a maximum of 48 months if at least 51% of the company is owned by one or more women
  • Registered agricultural holdings – operating less than 36 months relative to the date the loan application is submitted, or a maximum of 48 months if at least 51% of the holding is owned by one or more women

What conditions must entrepreneurs and small enterprises meet to apply for a Start up loan?

  • maximum loan amount - RSD 3,500,000
  • 36-month maturity on overdrafts, with a maximum grace period of 3 months
  • 60-month maturity on investment loans, with a maximum grace period of 6 months
  • loan is disbursed in the RSD with a fixed interest rate
  • 20% grant (refund in relation to the amount of the disbursed loan), not exceeding EUR 3,000

 

Collateral:

  • a promissory note issued by the company and a promissory note issued by the owner, a promissory note issued by the private individual who is the owner of a registered agricultural holding (RPG), sureties of related parties,
  • first ranking mortgage over the immoveable property which is the subject of financing
  • registration of a first ranking pledge right over the moveable property which is the subject of financing

Answers to FAQs

How do I acquire the right to a 20% grant?

The SEF Start Up programme envisages the disbursement of a grant in the amount of 20% of the disbursed loan amount. The maximum amount of the grant is EUR 3,000 in the RSD equivalent. The right to this grant is acquired through the regular settlement of the loan.  

The grant is paid out to the loan borrower by the SEF once the entire loan amount has been repaid in full and in a timely manner, after at least 12 months of repayment, and on the condition that the loan borrower is actively conducting their business and maintaining sustainable operations.
 

Which areas of business (commercial activities) are ineligible for this loan?

Start up loans are intended for all areas of commercial activity which are not listed on the List of Prohibited Activities by the IFC (International Finance Corporation).
